Dear Band Members,
If you you don’t have a Taiwan Passport then a Foreigner Performance Permit (FPP) must be applied for and approved by the Taiwan government to get on stage. The process is a little tricky, but with some patience it's not that bad.
If you have a Taiwan Passport (Taiwanese citizen) you do not need to apply for a FPP because you are not a foreigner.
A foreigner who has a valid Alien Resident Certificate (ARC) through marriage to a Taiwanese national ( 依親 YiChing) does NOT need to apply for this FPP, but still you are required to scan both sides of your card and email it to us.
A foreigner who has an ARC through their job, or a Permanent-ARC (P-ARC or APRC) must apply for this FPP.
So to be clear, all foreigners must apply for this FPP to be allowed to perform on stage at Spring Scream. The laws enforcing stage performance may be tightly enforced this year, so anyone without a FPP (or valid marriage ARC) will not be allowed to stand on a stage as the risk is deportation and fines. (We don't mean to scare anyone, but, yuck, no one wants to risk that!)
For us to successfully apply for you, you will need to have totally completed the application process no later than Feb 20th.
EACH FOREIGN ARTIST/BAND MEMBER must submit all of the following items:
(A) Full Name, Country, Passport Number, Date of Birth, and Educational Attainment (high school, college or university? Which one?) to be filled out in out online "Foreign Performance Permit (FPP) Online Form" .
(B) PASSPORT Scan of photo page (expiry AFTER October 31, 2013)
(C) FACEPHOTO or Head-shot Scan (A recent one with no glasses or hat) to be printed out 2.5cmx4cm for permit
(D)* ARC or P-ARC or APRC Scan both sides *(Only for foreign residents of Taiwan)
(E) PROOF of Musician. If your proof of musicianship is not with the band you are performing with you may need submit other CD, articles, flyer, poster copies that clearly show your name to verify you are indeed a working, producing artist.
EACH BAND must submit a CONTRACT Scan so please download the .pdf file, print it out, fill it out with Band Name, ALL Member's Full Names (First Middle SURNAME, spelled the same as in your passports... with no comma), then only one person signs the contract, and dates it. Scan it and return it to us (a link to the contract .pdf file will be sent by email to all accepted foreign bands)
EACH BAND must submit proof they are real by submitting one (or both) of the following items：
(1) CD jacket/cover (produced and published outside Taiwan) Scan/Photo including page that lists all member's full names (same as passport)
(2) FLYER, POSTER or printed paper MEDIA reports (magazine, newspaper) with band name of some place like live house, or any other festival, or big show, must with location, date of your performance or your name.
Flyer or Poster should be Scan or Photo that clearly show event info : Name of event, Bands performing, Date, Address, City, Country, Phone, Sponsors, and Website. (with artist photo is best)
(3) Any of the following may be useful to include as well:
(a) Live DVD/VCD (produced outside Taiwan) with jacket/cover that lists members names and shows proof of production for public release/sale (send it to us by mail.)
(b) Website that where your music/CD is being sold.(Amazon.com accepted only for now)
(c) More PROOF that the band is real:
1. Legal Performance in Taiwan WITH a permit... ie past Screams --->Need the copies of that contract.
2. Scans of Newspaper Articles, Printed Reviews, Flyers or Posters (only for performances outside Taiwan) that mention band name, every members, location, date, etc (with a clear photo)
PLEASE : All Scans should be clear enough and readable gif/jpg/bmp files that we can print, but files size should not too large to attach in an email, and all proofs that must be produced or published outside Taiwan.(with those companies contact info on it)
OK, So let's review everything
STEP 1 - Get or Update your iNDIEVOX band profile with your best new demo song clip ASAP so we can get to know you and your music. Be sure to include links to your music videos and live shows this will help in the selection process!
STEP 2 - Start to gather the info listed above.
STEP 3 - Get accepted to perform at Spring Scream. (check your email please)
STEP 4 - Once accepted, you should receive an email with links to the the FPP Online Form, the CONTRACT.pdf, (If you find your band name on the selected list, and have not received an email then contact us by email.)
STEP 5 - Goto the "Foreign band/artist application form"(check your email please) fill it out for all your band members.
STEP 6 - Download, print out, fill out, sign and date the CONTRACT. Scan it, save it as "YourBandName-Contract.jpg"
STEP 7 - Scan or take pictures of all the stuff we need for the application. (gif/jpg/bmp files) Follow the naming guide below. Attach as many files as possible to as few emails as possible to keep things as simple as possible.
Each band should choose a single contact person and a single contact email address for all contact with us. In the subject line of the email please write –“FPP-YourBandName". That is "FPP" followed by your band name. Please email all of the following items from a single contact email to foreigner@springscream.com :
(1) CONTRACT Signed: (The link to the pdf will be sent by email to selected band)
In these contract please notice every band members name must be the same as their passport, and one person signs and dates it.
(2) Every member's required Scans (gif/jpg/bmp files) FacePhoto, Passport photo page, ARC (only if you are current resident in Taiwan).
(3) Those gif/jpg/bmp printingsproofs for our governments we listed above.
Please name the files as follows:

如果你沒有台灣護照，那麼為了在春吶演出就必須要向台灣政府申請演出許可才行，這個作業雖然有點麻煩，不過還請耐心地看下去。但已經有台灣護照（擁有台灣身份證）的則不需要作任何申請，另外比較特別的是，雖然沒有台灣護照但已經擁有一份“依親”的外國人居留證（即與台灣人結婚），也不用作此申請但仍需要你傳送該“依親”居留證的正反面影本給我們以備核查。除此之外，擁有任何其他類別居留證的外國朋友都仍必須做申請。所以我們必須再強調一次，春天吶喊的演出嚴格遵從政府相關活動法規，任何沒有FPP（外國人演出許可）的演出都是不被允許的，因為一旦違法者將會有被驅逐出境或罰款的可能，我們並非危言聳聽，不過沒有人想冒這個風險的對吧！
為了讓我們能順利幫你們申請，你們必須在3／1前完成這裡所需要的所有申請動作及文件，我們會儘快在一月或二月公佈需要申請的演出團隊名單，以便有充份的準備時間給你們。
首先，演出團隊的每一位“成員”都必須要準備以下資料：
(A) 護照上的完整全名，國籍，護照號碼，出生年月日，學歷（例如高中或大學），這些到時要請樂團聯絡人將所有團員的資料填寫在一份我們要去向政府申請的線上名單資料："Foreign Performance Permit (FPP) Online Form"
(B)有大頭照的那面護照影本（有效期限必須在2013年10月31日前）
(C)最近幾個月內的大頭照，約在1～2吋大小，沒有戴眼鏡或帽子的。
(D)若是有居留證的外國人士，除了護照外，也請務必一併附上居留證的正反面影本。
(E)外國演出的專業人士證明資料，如；在國外出版的CD專輯、在國外演出過的節目傳單／海報等影本、或是紙本媒體的採訪影本，這些都必須要有你的名字或清楚的照片才可以。
每個演出單位（個人或樂團）都必須要簽這份演出同意書，也是申請必備文件之一。請下載這個演出合約的PDF檔，然後列印出來並由一位代表人在文件最下方正楷簽名，同時也請填寫合約中的每一位演出成員的全名，務必要和護照上的一模一樣，然後再掃描完並電郵給我們。
每個演出單位（個人或樂團）要準備的專業演出證明如下：
(1) 在台灣以外公開出版過的CD專輯，將封面／封底及印有樂團成員名單及發行資訊的部份拍照或掃描。
(2) 傳單／海報／或是紙本實體媒體的報導（像雜誌或媒體），上面必須有樂團名稱／演出資訊／演出地點及日期／主辦單位等聯絡資訊。也請拍照或掃描完整清楚的影像。
(3) 以下這些也許在申請時也可用到的：
(a) 演出的實況紀錄DVD或VCD（同樣必須在台灣以外公開發行過），將封面／封底及印有樂團成員名單及發行資訊的部份拍照或掃描。
(b) 銷售你們音樂的線上商店（目前為止，Amazon.com和博客來是比較被接受的）
(c) 更多其他的專業證明：1. 之前在台灣的合法表演同時有主辦單位出具的演出許可證明（像是合約）。2.個別成員的演出傳單／海報／或是紙本實體媒體的報導（像雜誌或媒體），上面必須有該員姓名或照片／演出資訊／演出地點及日期／主辦單位等聯絡資訊，也請拍照或掃描完整清楚的影像。
請注意：以上的圖檔請務必都可清楚辨識所有資訊及人員照片，大小也必須足以讓我們可以列印以便申請，但檔案必須是Email可以接受的，所有的發行物都要來自海外公開發行並有相關資訊可供聯絡的。
請千萬不要提交以下資料給我們做FPP的審查：
請勿提交影片檔（像是Youtube或網路上的影片連結），這些對申請沒用政府並不採用。
請勿提交網站連結如臉書或其他網頁，這些對申請沒用政府並不採用。
請勿提交任何可能牽涉到你們在台灣非法演出過照片或紀錄，可能會使你們惹上麻煩的證據。
OK！現在讓我們回頭說明一次全部的申請操作流程：
步驟一：更新或建立你的INDIEVOX帳號，並記得確保所有資訊都是最新的，尤其是音樂、影像等可以幫助我們來做樂團審選的作業。
步驟二：開始收集以上我們所提到，申請時必須提交的成員資料及樂團專業證明等。
步驟三：準備為“春天吶喊”的樂團演出審選努力宣傳(*註一)，並記得上網登記FPP申請﹣ http://www.springscream.com/contact/band-application/foreign-performers
步驟四：當你確定被審選為今年可以上台演出的外國團隊，你們將會收到一封附有相關線上表格下載連結的 “FPP審選名單通知電郵”，同時我們將公佈演出名單在網站上，如果你有在網站的演出名單上卻沒有收到該電郵，請立即和我們聯絡。(Email: foreigner@springscream.com )
步驟五：在電郵中的此連結文件中“"Foreign band/artist application form"，填寫好成員資料。
步驟六：在電郵中的此連結下載合約文件，印出並填寫簽名後再掃描後，將檔名命名為："YourBandName-Contract.jpg"，連同下面步驟七的資料寄回給我們。
步驟七：收集掃描所有最上面開始我們提到的那些成員個人及樂團的資料及專業證明等文件，按照我們以下說明的方式將檔案命名，並儘可能的以單封信將相閞資料寄給我們。每一個申請團體以一位主要聯絡人及電郵為主寄發這些申請資料給我們，主旨請寫：”FPP﹣你的樂團或單位名稱“，將資料寄到：foreigner@springscream.com 並再檢查一次以下資料是否完整。
（1）已簽名好的演出合約掃描檔，上面應有全部成員的護照全名名單，以及一人代表的手寫簽名。（此文件的下載連結會在”步驟四“中的電郵附上）
（2）所有成員的大頭照，還有護照影本圖檔。如果有居留證的成員也要附上居留證掃描圖檔。
（3）這些要送交給政府的申請文件圖檔資料，我們再舉例詳列如下請以下列原則命名：
"你的團名-該團員姓氏-FacePhoto.jpg"
"你的團名-該團員姓氏-Passport.jpg"
"你的團名-該團員姓氏-ARC.jpg"
"你的團名-該團員姓氏-Proof.jpg"

(12/2014) Info for Foreign Performers both living in Taiwan and/or coming from aboard. If you are selected to perform at this years event (you have applied through indievox and your band has been posted on our website in the band line up) you will need to apply for a Foreign Performance Permit. Please read the following to get a head start on the process.
Currently, in order for foreigners living in Taiwan, as well as foreigners coming from outside of Taiwan to legally perform on stage in Taiwan, he or she must apply for a Foreigner Performance Permit. Spring Scream has become a high profile event that attracts the attention of the media and the eyes of the government, and therefore, to avoid any unnecessary hassle (worst case scenario: deportation) you must have a performance permit to perform at Spring Scream. This old law has been around for a while and though not always enforced, Spring Scream will get permits for all foreign performers. If you are selected to perform at Spring Scream 2015, we will apply for you but we will need some information.
If a member of your band is ….
- Taiwanese (has a Taiwan ID/Passport) or
- a foreigner with an ARC through marriage to a Taiwanese national (依親 YiChing) or
- a foreigner with a Permanent-ARC (P-ARC or APRC)
…then that member does NOT need to apply for this FPP but he/she still need to submit copies of their ARC cards (front and back) along with the rest of the foreign members of the band.
*備註：香港或澳門居民，係指具有香港或澳門永久居留資格，且未持有英國國民(海外)護照或香港、澳門護照以外之旅行證照；或雖持有葡萄牙護照，但於葡萄牙結束治理前於澳門取得者。此類香港或澳門居民受聘僱在臺灣地區工作時，比照外國人之規定辦理。
If a member of your band is a foreigner without an ARC or APRC (ie he/she is coming from abroad to perform on stage with you, or has just arrived in Taiwan or is on a student visa) then they will need to submit information so we can apply for the permit for you.
Ok, let’s get started. Here is what we need from you to successfully apply.
– For each BAND we will need:
(B) CONTRACT – A contract will be sent. You will need to download it, print it out, fill it out with Band Name, ALL Member’s Full Names (First Middle SURNAME, spelled the same as in your passports… with no comma), then only one person signs the contract, dates it, scan (or clear photo) and email back to us.
– For each FOREIGN BAND MEMBER you will need to prepare:
(C) PASSPORT copy – Clear scan/photo of the photo page of your passport (passport must not expire until AFTER October 31, 2015)
(D) FACEPHOTO – head-shot. A recent image with no glasses or hat. (Like in your passport.)
(E) ARC (APRC) copy – Both front and back.
*(F) PROOF – (Referring to Note 2) Only necessary if a member of your band member is a foreigner without an ARC or APRC). Valid PROOF of being a musician/band is one of the following:
(1) a image a CD jacket/cover (produced and published outside Taiwan) including copy of the jacket page that lists band member’s name.
(2) a Newspaper Articles, Magazine Articles, Printed Reviews, Fliers or Posters that mentions the band member’s name with a clear with a clear photo.
(3) University degree in music or a related field.
(4) Website where band member’s music/CD is being sold. Must show band member’s name (Amazon.com, Itunes, CDbaby, etc)
If you can provide the PROOF in item F above you may be given a full performance permit valid for Spring Scream. All future applications for performance permit in Taiwan will be easier because you have been approved this time.
If you do not have acceptable PROOF as in item F you may be granted a temporary performance permit which is different and is only temporary for your Spring Scream performance. It is not a full permit, but it is govt issued and will allow you to perform legally at Spring Scream.
The govt asks us to try for the full performance permit, but will resort to the temporary one if necessary.
OK, So…
STEP 1 – Fill this form out. “Foreign Performance Permit (FPP) Online Form” (not online yet)
STEP 2 – Download the CONTRACT attached to the email that will be sent to all foreign bands selected perform. Print out it, fill out it, sign it and date it. Then scan it or photograph it (clearly) and save it as “YourBandName-Contract.jpg”
STEP 3 – Collect copies of all the info listed above information (contract, passport page copies, face photos, and proof if necessary) and name the files following the ‘file naming guide’ below.

All non Taiwanese nationals will also need to complete the Foreign Performance Permit (FPP) application process and be approved by the Taiwan Government in order to get permission to perform publicly on stage in any way.

致外國演出樂團人員：

大部份的樂團審核評選作業是如何處理的呢？
我們主要參考的方式是來自一些票選的作業，如：在網站上買票有投票權的樂迷，業內的音樂工作者還有相關的活動策辦工作者等等，綜合樂團在報名時提供的音樂Demo，影片及其他資訊內容來綜合評估。他們都是根據以下的內容及項目來作審選：
1.音樂Demo (品質，熱情，類型，創新，以及給閱聽者的感動和啟發）：首要注意的是，放上你認為最好的、最能代表你們樂團演出時將展現的量能的作品。
2.創意是加分的：音樂性，多樣性，個性化，不俗的…等等，創意可以運用在任何方面上。
3.一個迷人的現場演出：這是很棒的展現，別忘了附上你們在Youtube或Vimeo上最棒的現場演出紀錄給我們。
4.樂團網站：你們的官方介紹網站或部落格，臉書，Youtube，街聲，Bandcamp，Sonicbids，推特，噗浪，Myspace，Bandplaza, Rockacola 等等。
5.持續積極的活動：在你和你的同好，其他的樂團或迷們間，保持著持續的互動連結，這是一件很棒的事，而且代表你們很積極的在努力著。
6.自發地投入春天吶喊：春天吶喊一直熱愛並支持著各式樂團、藝術家及表演者，我們鼓勵來參與的朋友們除了能夠在舞台上盡情展現自己之外，也能在這個一年一度難能可貴的大同樂會中儘量體驗、分享、啟發和被啟發，除了表演和看表演外，前來春天吶喊的人往往透過各式方式來這裡與同好互動連結，像是精心裝扮(變裝)、露營、神來創意、怪異行徑、喝采或倒采、跳舞…還有發掘無處不在的音樂感動。春天吶喊最愛的就是這樣能從頭到尾參與的朋友，如此才能完整地體驗到在這樣的大自然裡，在這短短幾天裡我們共同營造出來的美好聚落。所以，親愛的樂團們！春天吶喊是一個四天的活動，不管是在台上或台下，我們和在場的每一個同好都希望能儘可能的更認識你們，希望你們也是！
至於外國樂團還有新進的樂團朋友們，我們知道在購票的樂迷部份你們的得票率可能相對地有限，不過請不要擔心，我們還會關注在你們報名時提出的試聽作品，影片及貴團的網站介紹等等。因此我們仍鼓勵你們使用INDIEVOX的帳號，那是全年到頭無休的網站系統，也是你們可以持續在上面推廣音樂和讓我們認識你們的絕佳管道。
辦理春天吶喊活動，每年最困難的部份，就是在於我們最後仍不得不含淚審選出一個“演出名單”。我們真的希望可以讓報名的每個人每個樂團都可以來演出，雖然規模努力擴大到了四天七個舞台，但是還是無法做到，我們只能繼續努力，請和我們一起加油。

HOW DOES THE BAND SELECTION PROCESS WORKS FOR MOST OF THE BANDS?
The actual selection for most of the bands is by vote. Votes from music connoisseurs and ticket buyers and event designers who will have waded through the waters of demos, videos and profiles are added together. They are asked to make a selection based on :
Demo Song (quality, passion, variety, innovation, and ability to move or inspire the listener.) Be sure your best song that most resembles what your set sounds like is first.
Creativity is a plus… musically, visually, personally, ethereally etc. Creativity applies to all walks of life.
A Captivating Live Show is a great quality, so include links to your best youtube or vimeo of your live show.
An Online Web Presence with a website or blog, and pages on FaceBook, youtube, StreetVoice, BandCamp, Sonicbids, Twitter, Plurk, Myspace, Bandplaza, Rockacola etc.
Being active in your community, and connecting with existing fans and bands is a good thing too.
A willingness to dive in to Spring Scream is essential. Spring Scream loves bands that love engaging others and sharing themselves at the event with a combination of costume, quirk, chaos, creativity, compassion, care, communication, freak, chill, camp, and check out the best music anywhere. And Spring Scream loves artists and musicians who are able to come for the whole event or longer to have more time in nature with like minded creative community.
So, dearest bands, Spring Scream is indeed a 4+ day performance, on and off the stage, and we will do our best to get to know you.
So for all the bands coming from other countries and new bands too, we understand the difficulty to get fans and votes from so far away, your application will be based on your demo songs and live videos and online web pressence. And we still encourage you to get the iNDIEVOX account because our website back-end database is all online… and it is a great way to promote your band locally. But if you object to making yet one more band profile, contact us or have your management contact us by email.
Choosing that final line-up is the hardest part of our planning duties. We do wish everyone could perform… but there is only so much time on 7 stages over 4 days… practice hard, record in tune, and plan a special weekend we’ll see you there!.

If you have a Taiwan Passport (Taiwanese citizen) you do not need to apply for a FPP because you are not a foreigner.
A foreigner who has a valid Alien Resident Certificate (ARC) through marriage to a Taiwanese national ( 依親 YiChing) does NOT need to apply for this FPP, but still you are required to scan both sides of your card and email it to us.
A foreigner who has an ARC through their job, or a Permanent-ARC (P-ARC or APRC) must apply for this FPP.
So to be clear, all foreigners must apply for this FPP to be allowed to perform on stage at Spring Scream. The laws enforcing stage performance may be tightly enforced this year, so anyone without a FPP (or valid marriage ARC) will not be allowed to stand on a stage as the risk is deportation and fines. (We don't mean to scare anyone, but, yuck, no one wants to risk that!)
For us to successfully apply for you, you will need to have totally completed the application process no later than Feb 20th.
EACH FOREIGN ARTIST/BAND MEMBER must submit all of the following items:
(A) Full Name, Country, Passport Number, Date of Birth, and Educational Attainment (high school, college or university? Which one?) to be filled out in out online "Foreign Performance Permit (FPP) Online Form" .
(B) PASSPORT Scan of photo page (expiry AFTER October 31, 2013)
(C) FACEPHOTO or Head-shot Scan (A recent one with no glasses or hat) to be printed out 2.5cmx4cm for permit
(D)* ARC or P-ARC or APRC Scan both sides *(Only for foreign residents of Taiwan)
(E) PROOF of Musician. If your proof of musicianship is not with the band you are performing with you may need submit other CD, articles, flyer, poster copies that clearly show your name to verify you are indeed a working, producing artist.
EACH BAND must submit a CONTRACT Scan so please download the .pdf file, print it out, fill it out with Band Name, ALL Member's Full Names (First Middle SURNAME, spelled the same as in your passports... with no comma), then only one person signs the contract, and dates it. Scan it and return it to us (a link to the contract .pdf file will be sent by email to all accepted foreign bands)
EACH BAND must submit proof they are real by submitting one (or both) of the following items：
(1) CD jacket/cover (produced and published outside Taiwan) Scan/Photo including page that lists member's full names (same as passport)
(2) FLYER, POSTER or printed paper MEDIA reports (magazine, newspaper) with band name of some place like live house, or any other festival, or big show, must with location, date of your performance or your name.
Flyer or Poster should be Scan or Photo that clearly show event info : Name of event, Bands performing, Date, Address, City, Country, Phone, Sponsors, and Website. (with artist photo is best)
(3) Any of the following may be useful to include as well:
(a) Live DVD/VCD (produced outside Taiwan) with jacket/cover that lists members names and shows proof of production for public release/sale (send it to us by mail.)
(b) Website that where your music/CD is being sold.(Amazon.com accepted only for now)
(c) More PROOF that the band is real:
1. Legal Performance in Taiwan WITH a permit... ie past Screams --->Need the copies of that contract.
2. Scans of Newspaper Articles, Printed Reviews, Flyers or Posters (only for performances outside Taiwan) that mention band name, every members, location, date, etc (with a clear photo)
PLEASE : All Scans should be clear enough and readable gif/jpg/bmp files that we can print, but files size should not too large to attach in an email, and all proofs that must be produced or published outside Taiwan.(with those companies contact info on it)
OK, So let's review everything
STEP 1 - Get or Update your iNDIEVOX band profile with your best new demo song clip ASAP so we can get to know you and your music. Be sure to include links to your music videos and live shows this will help in the selection process!
STEP 2 - Start to gather the info listed above.
STEP 3 - Get accepted to perform at Spring Scream. (check your email please)
STEP 4 - Once accepted, you should receive an email with links to the the FPP Online Form, the CONTRACT.pdf, (If you find your band name on the selected list, and have not received an email then contact us by email.)
STEP 5 - Goto the "Foreign band/artist application form"(check your email please) fill it out for all your band members.
STEP 6 - Download, print out, fill out, sign and date the CONTRACT. Scan it, save it as "YourBandName-Contract.jpg"
STEP 7 - Scan or take pictures of all the stuff we need for the application. (gif/jpg/bmp files) Follow the naming guide below. Attach as many files as possible to as few emails as possible to keep things as simple as possible.
Each band should choose a single contact person and a single contact email address for all contact with us. In the subject line of the email please write –“FPP-YourBandName". That is "FPP" followed by your band name. Please email all of the following items from a single contact email to foreigner@springscream.com :
(1) CONTRACT Signed: (The link to the pdf will be sent by email to selected band)
In these contract please notice every band members name must be the same as their passport, and one person signs and dates it.
(2) Every member's required Scans (gif/jpg/bmp files) FacePhoto, Passport photo page, ARC (only if you are current resident in Taiwan).
(3) Those gif/jpg/bmp printingsproofs for our governments we listed above.
Please name the files as follows:

Do this for each and every single file. With an average of 50 foreign bands applying and each having about 4 members, we are flooded with files, so we need your attention to this.

如果你沒有台灣護照，那麼為了在春吶演出就必須要向台灣政府申請演出許可才行，這個作業雖然有點麻煩，不過還請耐心地看下去。但已經有台灣護照（擁有台灣身份證）的則不需要作任何申請，另外比較特別的是，雖然沒有台灣護照但已經擁有一份“依親”的外國人居留證（即與台灣人結婚），也不用作此申請但仍需要你傳送該“依親”居留證的正反面影本給我們以備核查。除此之外，擁有任何其他類別居留證的外國朋友都仍必須做申請。所以我們必須再強調一次，春天吶喊的演出嚴格遵從政府相關活動法規，任何沒有FPP（外國人演出許可）的演出都是不被允許的，因為一旦違法者將會有被驅逐出境或罰款的可能，我們並非危言聳聽，不過沒有人想冒這個風險的對吧！
為了讓我們能順利幫你們申請，你們必須在3／1前完成這裡所需要的所有申請動作及文件，我們會儘快在一月或二月公佈需要申請的演出團隊名單，以便有充份的準備時間給你們。
首先，演出團隊的每一位“成員”都必須要準備以下資料：
(A) 護照上的完整全名，國籍，護照號碼，出生年月日，學歷（例如高中或大學），這些到時要請樂團聯絡人將所有團員的資料填寫在一份我們要去向政府申請的線上名單資料："Foreign Performance Permit (FPP) Online Form"
(B)有大頭照的那面護照影本（有效期限必須在2013年10月31日前）
(C)最近幾個月內的大頭照，約在1～2吋大小，沒有戴眼鏡或帽子的。
(D)若是有居留證的外國人士，除了護照外，也請務必一併附上居留證的正反面影本。
(E)外國演出的專業人士證明資料，如；在國外出版的CD專輯、在國外演出過的節目傳單／海報等影本、或是紙本媒體的採訪影本，這些都必須要有你的名字或清楚的照片才可以。
每個演出單位（個人或樂團）都必須要簽這份演出同意書，也是申請必備文件之一。請下載這個演出合約的PDF檔，然後列印出來並由一位代表人在文件最下方正楷簽名，同時也請填寫合約中的每一位演出成員的全名，務必要和護照上的一模一樣，然後再掃描完並電郵給我們。
每個演出單位（個人或樂團）要準備的專業演出證明如下：
(1) 在台灣以外公開出版過的CD專輯，將封面／封底及印有樂團成員名單及發行資訊的部份拍照或掃描。
(2) 傳單／海報／或是紙本實體媒體的報導（像雜誌或媒體），上面必須有樂團名稱／演出資訊／演出地點及日期／主辦單位等聯絡資訊。也請拍照或掃描完整清楚的影像。
(3) 以下這些也許在申請時也可用到的：
(a) 演出的實況紀錄DVD或VCD（同樣必須在台灣以外公開發行過），將封面／封底及印有樂團成員名單及發行資訊的部份拍照或掃描。
(b) 銷售你們音樂的線上商店（目前為止，Amazon.com和博客來是比較被接受的）
(c) 更多其他的專業證明：1. 之前在台灣的合法表演同時有主辦單位出具的演出許可證明（像是合約）。2.個別成員的演出傳單／海報／或是紙本實體媒體的報導（像雜誌或媒體），上面必須有該員姓名或照片／演出資訊／演出地點及日期／主辦單位等聯絡資訊，也請拍照或掃描完整清楚的影像。
請注意：以上的圖檔請務必都可清楚辨識所有資訊及人員照片，大小也必須足以讓我們可以列印以便申請，但檔案必須是Email可以接受的，所有的發行物都要來自海外公開發行並有相關資訊可供聯絡的。
請千萬不要提交以下資料給我們做FPP的審查：
請勿提交影片檔（像是Youtube或網路上的影片連結），這些對申請沒用政府並不採用。
請勿提交網站連結如臉書或其他網頁，這些對申請沒用政府並不採用。
請勿提交任何可能牽涉到你們在台灣非法演出過照片或紀錄，可能會使你們惹上麻煩的證據。
OK！現在讓我們回頭說明一次全部的申請操作流程：
步驟一：更新或建立你的INDIEVOX帳號，並記得確保所有資訊都是最新的，尤其是音樂、影像等可以幫助我們來做樂團審選的作業。
步驟二：開始收集以上我們所提到，申請時必須提交的成員資料及樂團專業證明等。
步驟三：準備為“春天吶喊”的樂團演出審選努力宣傳(*註一)，並記得上網登記FPP申請﹣ http://www.springscream.com/contact/band-application/foreign-performers
步驟四：當你確定被審選為今年可以上台演出的外國團隊，你們將會收到一封附有相關線上表格下載連結的 “FPP審選名單通知電郵”，同時我們將公佈演出名單在網站上，如果你有在網站的演出名單上卻沒有收到該電郵，請立即和我們聯絡。(Email: foreigner@springscream.com )
我們主要參考的方式是來自一些票選的作業，如：在網站上買票有投票權的樂迷，業內的音樂工作者還有相關的活動策辦工作者等等，綜合樂團在報名時提供的音樂Demo，影片及其他資訊內容來綜合評估。他們都是根據以下的內容及項目來作審選：
1.音樂Demo (品質，熱情，類型，創新，以及給閱聽者的感動和啟發）：首要注意的是，放上你認為最好的、最能代表你們樂團演出時將展現的量能的作品。
2.創意是加分的：音樂性，多樣性，個性化，不俗的...等等，創意可以運用在任何方面上。
3.一個迷人的現場演出：這是很棒的展現，別忘了附上你們在Youtube或Vimeo上最棒的現場演出紀錄給我們。
4.樂團網站：你們的官方介紹網站或部落格，臉書，Youtube，街聲，Bandcamp，Sonicbids，推特，噗浪，Myspace，Bandplaza, Rockacola 等等。
5.持續積極的活動：在你和你的同好，其他的樂團或迷們間，保持著持續的互動連結，這是一件很棒的事，而且代表你們很積極的在努力著。
6. 自發地投入春天吶喊：春天吶喊一直熱愛並支持著各式樂團、藝術家及表演者，我們鼓勵來參與的朋友們除了能夠在舞台上盡情展現自己之外，也能在這個一年一度 難能可貴的大同樂會中儘量體驗、分享、啟發和被啟發，除了表演和看表演外，前來春天吶喊的人往往透過各式方式來這裡與同好互動連結，像是精心裝扮(變 裝)、露營、神來創意、怪異行徑、喝采或倒采、跳舞...還有發掘無處不在的音樂感動。春天吶喊最愛的就是這樣能從頭到尾參與的朋友，如此才能完整地體驗 到在這樣的大自然裡，在這短短幾天裡我們共同營造出來的美好聚落。所以，親愛的樂團們！春天吶喊是一個四天的活動，不管是在台上或台下，我們和在場的每一 個同好都希望能儘可能的更認識你們，希望你們也是！
步驟五：在電郵中的此連結文件中“"Foreign band/artist application form"，填寫好成員資料。
步驟六：在電郵中的此連結下載合約文件，印出並填寫簽名後再掃描後，將檔名命名為："YourBandName-Contract.jpg"，連同下面步驟七的資料寄回給我們。
步驟七：收集掃描所有最上面開始我們提到的那些成員個人及樂團的資料及專業證明等文件，按照我們以下說明的方式將檔案命名，並儘可能的以單封信將相閞資料寄給我們。每一個申請團體以一位主要聯絡人及電郵為主寄發這些申請資料給我們，主旨請寫：”FPP﹣你的樂團或單位名稱“，將資料寄到：foreigner@springscream.com 並再檢查一次以下資料是否完整。
（1）已簽名好的演出合約掃描檔，上面應有全部成員的護照全名名單，以及一人代表的手寫簽名。（此文件的下載連結會在”步驟四“中的電郵附上）
（2）所有成員的大頭照，還有護照影本圖檔。如果有居留證的成員也要附上居留證掃描圖檔。
（3）這些要送交給政府的申請文件圖檔資料，我們再舉例詳列如下請以下列原則命名：
